The transition to a sustainable, low-carbon economy is reshaping how countries pursue economic growth while safeguarding their nature capital. As climate risks become more prominent, forests are increasingly recognised not only for their biodiversity and conservation value, but also for their role in supporting climate resilience and, more recently, long-term economic diversification.
Across Southeast Asia and beyond, forest carbon initiatives are emerging as an important tool to support national climate strategies by recognising the climate value of forests and enabling access to market and non-market incentives. When these tools are designed and governed with integrity, jurisdiction-wide forest carbon approaches can strengthen forest protection, reinforce social and environmental safeguards, and support investment aligned with international climate goals.
In Brunei Darussalam, these opportunities are underpinned by strong forest conservation policies, high national forest cover, and commitments under the Paris Agreement. As part of its broader transition under Wawasan 2035 towards a diversified and sustainable economy, Brunei is exploring how forest carbon can complement existing efforts in climate action and forest stewardship.
Realising this potential requires technical readiness, clear policy and legal frameworks, strong institutional coordination, and transparent benefit-sharing arrangements. Alignment with internationally recognised standards is essential to ensure environmental integrity, uphold social safeguards and build confidence amongst prospective investors and international partners.
This dialogue will showcase a report on Enabling Conditions to Implement a Forest Carbon Market in Brunei Darussalam. The report is an outcome of a project being delivered through the British High Commission in Brunei Darussalam under the Foreign, Commonwealth and Development Office (FCDO), with the support of the Government of Brunei Darussalam. The study is being undertaken by Environmental Resources Management (ERM), a global sustainability consultancy with extensive experience supporting organisations on climate and carbon policy, climate frameworks, and advisory support for high-integrity carbon markets.
The project forms part of the UK’s broader cooperation with Brunei on sustainable development, including the UK-Brunei Green Economy Framework launched in 2024. It aims to support evidence-based policy development by assessing enabling conditions for forest carbon and identifying pathways aligning climate ambitions with Brunei’s long-term economic and environmental objectives.
